Job Description


Position reports directly to General Manager of the BU and requires minimal supervision. Candidate must be highly enthusiastic leader with exceptional communication skills, leadership abilities, program management process knowledge, presentation abilities and demonstrated experience leading/coaching program management professionals.


Candidate will lead a total staff of 15-20 people in Program Management Office (program management, subcontract program management, master scheduler and customer service representatives). This role will have primary focus on ensuring customer satisfaction through maintenance of schedules, on-time delivery, project status updates, and quality while maintaining project margins, cost controls, and developing/driving business plans.


Key Success Metric:



*Achieve revenue, operating income, return on sales (ROS) and working capital objectives of the BU based set annual target



*Improve and maintain customer satisfaction score -- Green (as a minimum



*Accurately forecast, track and report contract revenue, program billing and invoice collections across all open programs



*Achieve program performance execution: on-time and on-budget at the program level



*Achieve and maintain department skill set/capabilities at average or above and adequately full department resource gaps


Responsibilities:



*Serves as focal point of communication between the customer and the Company across all programs



*Will provide oversight and leadership for program portfolio across BU; program performance, customer satisfactions, key account penetration, and business growth



*Responsible for program P&L including but not limited to: Budgets; Actual Costs; Estimates to Complete; Invoicing; Receivables and Unbilled Receivables



*Establish structure, process and customer accountability culture in the Program Management Office centered around achievable program plans, risk management, schedule adherence and on-budget performance while achieving revenue, profitability and working capital objectives of the business unit



*Accurately forecast, track and report contract revenue, program billing and invoice collections



*Proactively manage customer escalations with clear and executable mitigation/recovery plans



*Works with engineering & business development on proposals and negotiations



*Able to simultaneously manage interdependent programs and interface with customers (internal and external) effectively



*Perform supervisory responsibilities in accordance with the organization's policies and applicable laws



*Responsibilities include coaching and mentoring; interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems



*Forster and lead business development culture and strategies across key accounts in PMO group


Position Requirements:



*Seasoned professional with demonstrated leadership experience with 18+ year of program/project management experience with at least 12 years of functional management experience



*Progressively responsible management experience in leading an organization and with track record of producing results, meeting financial targets and leading organizational changes



*Strong contract/scope/finance negotiations skills



*Strong understanding of program management principles and process



*Strong financial acumen and experience managing program PnL (ETC/EAC/Budgets/EVMS)



*Excellent communication, written and presentation skills



*Ability to juggle multiple priorities and resolve program recovery while meeting customer and business objectives while operating under unusual or extreme pressure



*Considerable flexibility of methods required meeting programs goals


Education:



*Advanced Degree (M.S. in Science/Engineering or M.B.A)



*Understanding of U.S. government and DoD marketplace and experience with bidding and acquisition processes in the government sectors



*Contracts, finance and/or legal background/certification/degree are a plus
